If you want all IBES forecasts for a Fiscal year that ends June 30, 2016, then you should use the Forecast Period End Date (FPEDATS), not Statistical Periods Date (STATPERS) or Estimate Date (ESTDATS). Screening for FPEDATS between Jan 2016 and Dec 2016 should give the same answer as a June 2016 date screen of FPEDATS, as long as the company did not change their fiscal year.
You also probably want to screen using the Fiscal Period Indicator of FPI=1 as opposed to FPI=2 as the year 'ahead' designation. When FPI=1 the estimated date is generally during the same Fiscal Year. The relationship between FPI and FPEDATS can be checked by also including the estimated date (ESTDATS) in the output.
